George Milne was born on April 16, 1838 as the 12th of 13 children born to David Milne and Ann Scott. He was born in Fordoun, Kincardine, Scotland. George was baptised one month later on May 16th.

In 1844, the family immigrated to Canada and settled in Wellington County, Ontario.  There name was listed as "Mills" on the 1851 census in Pilkington County.

George married Helen Hay on December 5, 1856 in Elora, Ontario. Between 1861 and 1871 they settled in Parry Sound, Ontario where their eldest daughter Isabella married James Parker Badger.

In 1879 they moved to the United States settling to farming in Drayton, Pembina, Dakota Territory which eventually became North Dakota.  In 1895 George was elected one of the first Justice of the Peace in Billings Township near Cavalier, North Dakota.

George died in Cavalier on February 20, 1921 and is buried with Helen in Soper Cemetery.
